Biden’s 1986 prohibition fanaticism helped crash the economy in 1987

Mr. BIDEN:… On the supply side, this package provides for stronger new penalties for most drug-related crimes, including mandatory minimum penalties for the kingpins of the drug syndicates and for those who sell their poisons to our children. In addition, this package contains provisions aimed at striking at the financial underpinnings of organized crime and drug trafficking syndicates, through the use of forfeiture of substitute assets provisions and a new crime against money laundering, both of which will assist law enforcement agencies in seizing the proceeds of drug traffickers.

Finally, in regards to domestic law enforcement, $115 million is provided to directly assist State and local law enforcement agencies for drug law enforcement. Most of the fight against drug traffickers is waged, not by the federal government, but by State and local agencies who are all-to-often out manned and out gunned by the drug dealers and smugglers. These moneys will provide desperately needed funds to such agencies to assist in their efforts.

In addition to combating drug trafficking in the streets of our cities and communities, we must also stem the flow of drugs across our borders. This bill increases by one-third the current level of funding for interdiction at the border, including additional personnel and equipment for the Coast Guard and the Customs Service. Moreover, this bill assigns Coast Guard law enforcement teams to Navy ships to bring the Department of Defense more actively into the fight against drug trafficking.

This legislation also provides for supply reduction efforts on the international side of the drug control equation. Almost $75 million is provided for additional crop eradication and substitution programs, including funds for operations like that conducted recently in Bolivia, where the cocaine processing networks have been significantly disrupted.

In addition, this legislation revamps present law governing foreign assistance, favorable U.S. votes and multilateral development banks, and generalized system of preferences tariff benefits to narcotic producing and narcotic transit countries. Under these provisions, benefits will be denied all major illicit drug producing countries, unless the President certifies each year that the country is cooperating fully with the United States in combating narcotics production, trafficking, and narcotics money laundering. This combination of increased assistance and narcotics-related sanctions will provide important new incentives for drug producing countries to cooperate fully with the United States and clearly focus our foreign-policy efforts to decrease the supply and distribution of drugs and the international community. /Biden

This law became effective 90 days (one quarter) after it was passed. Federal financial bureaucracies define a recession as a decline in GNP over the space of two successive quarters. So this prohibitionist drug law passed and was signed by Reagan October 27, 1986 and only after another three quarters, on August 27, 1987, would any federal notice be taken of its prompt economic effect.

The Federal Reserve Board met August 18, 1987 and on August 22 Dow Jones Industrials stood at 2700 (up 40%, with commercial real estate a froth–according to Greenspan). On September 10, 1987, came Reagan’s White House Conference for a Drug-Free America, and the following day all VA employees had to take drug tests or be fired. Less than two weeks later, NYT headlines blared: BIDEN BLAMES FAULTY MEMORY FOR STATEMENTS.

On Friday, October 16, 1987, the Dow Jones average dropped 108 points. On October 19, 1987, Black Monday, in 6 hours the Dow Jones Industrial Average of 30 Blue Chip Stocks fell 508 points (23%). This, 33 years ago, was a larger loss than on Black Friday in 1929.

Hearings were held October 27, 1987 on Federal Anti-Drug Abuse Policies featuring Audits and Coast Guard personnel. The previous day the DJIA fell another 8%. These events are similar to what happened in 1929 when beer, not cocaine, was the addictive narcotic. Killers with Badges, 1929

Gunfire-riddled auto in which Henry Virkula was murdered by ICE agents in 1929

Henry Virkula was out for a drive with his wife and kids when customs agents leapt out of the bushes and riddled their flivver with buckshot the night of June 8, 1929. This was during Dry Hope Herbert Hoover’s Administration under the Five and Ten law making beer a chain-gang felony 2 days before his Inauguration. Like today, the Methodist Board of Temperance, Prohibition and Other People’s Morals bellowed that the killing was “justified” under the eugenicist tenets of Positive Christianity. Dry Killers was the exact technical term used by citizens and newspapermen alike.

First Responders were, as always, justified in murder, according to the experts on what Jesus would have done: 

“The second case was that of the De King killing in Aurora, Illinois.  That seemed perfectly horrible until the facts were ascertained and broadcast.  Now the most intelligent people know what happened and see considerable significance in the fact that the grand jury refused to indict the officer involved.  (…) On the Rouse case, the Board said Officer Rouse “killed a rum-runner in the act of committing two felonies,” adding: “The rum-runner had made an assault upon him by the use of poisonous gases produced by a smoke-screen device.  Officer Rouse was completely exonerated by the grand jury.  (…) (LA Examiner 6/17/1929)

Does this sound like a Minnesota cop union mouthpiece waving an “official” medical examiner’s report?(link) 

There were no throwdown guns, throwdown beer or throwdown medical examiner documendacities or rumors of active warrants to get overeager ambush murderers off the hook. In fact, the International Falls City Council promptly gave notice to Republican President Herbert Hoover on 18JUN1929: 

Dear Mr. President: The International Falls City Council voted and passed upon the following resolution:
                “Whereas at an open meeting of business men and city officials of this border city last June 14 an informal appeal to the President was drawn up, asking him to end the terrorism inflicted upon our citizens and neighbors by Federal customs patrolmen, engaged in prohibition enforcement;
                “and whereas, our appeal has remained unanswered, even though the vicious and unlawful conduct of said government agents have continued unabated‑‑except that there has been no fresh murder of our innocent neighbors;
                “Therefore, be it resolved that we, the City Council of the City of International Falls, in regular session assembled, do hereby remind the President that the memorialization of the citizens’ appeal was and is the articulate pleading of the community:
                “And be it further resolved that the City Council of the City of International Falls does hereby join its official voice in requesting from our President an urgent response to the pleas for help from our people. (Hoover 1929 1974  195)

Senator Millard Tydings of Maryland was at the time compiling a list of prohibition murders, naming names and giving particulars for publication in “Before and After Prohibition,” so politicians encountered tough sledding trying to ignore over a thousand slaughters.(link)

“Send these murderers to the penitentiary” appeared in Congressional debates.(link)

None of this mattered. It was only late in 1929 that statistician Clark Warburton began pointing out that the black market in banned beverages amounted to 5% of the entire U.S. economy, an amount larger than the entire budget of the federal government tasked by the 18th Amendment with killing, confiscating, libeling, padlocking, jailing and murdering every man woman and child in These States if that’s what it would take to force people to drink what the Prohibition Party ordered them to drink.(link) The Prohibition Party averaged 1.4% of the vote in 11 electoral campaigns. There was no Libertarian Party, but there was a Liberal Party demanding repeal.(link)

By January of 1930, no religious fanatics dared debate the Association Against the Prohibition Amendment, armed with Warburton’s exhaustive reports and calculations on consumption of every possible ingredient used in the production of recreational beverages.(link) Women came out for repeal and financial collapse, unemployment, burgeoning prisons, Hoovervilles, riots, blockades, arson, cop-killings, hunger and economic contraction got the voters’ attention.(link)

The Democrats copied the Liberal Party plank demanding repeal of the Prohibition Amendment.(link)  Hoover promptly became a repeal advocate, but Republican National Socialism was into coercive eugenics and helping Hitler to power, and wouldn’t listen.(link) By March 4, 1933, with every bank in the nation already closed down, Franklin Delano Roosevelt was sworn in and the Dems–who had not yet become communists–ruled the roost for 20 years.

Biden-Reagan crash, 1987-88

Senator Bob Dole, a “Just Say No” groupie, placed on the 9/26/1986 agenda S.AMDT.3034, to strengthen the laws against illegal drugs, and for other purposes. This was another Wesley Livsey Jones 5&10 law of 90 years ago, adding Gestapo tactics and looting to existing prohibition laws. These repeat events occurred 33 years ago.

Senator Biden insisted on S.AMDT.3092 tweaking Dole’s meddling. A year later the Omnibus Drug Enforcement, Education, and Control Act of 1986 hit the political arena, the market crashed and Biden on October 21, 1987 put the Federal Criminal Fines and Sentencing Act on the calendar, which eventually mutated and passed as the entire economy collapsed. There you will find the Department of Justice Assets Forfeiture Fund, which looting funds the “compromise and payment of valid liens and mortgages against property that has been forfeited.” This practice led to the 2007-8 subprime mortgage-backed securities crash as unreported thousands of homes were seized and then dumped by kleptocracy looters with service pistols. The causes of the Flash Crashes of 2010 and 2015 are in there too, as “financial investigative programs that target the identification of money laundering operations and assets obtained through illegal drug trafficking…” Both the Democratic and Republican parties created this mess, as on the night of January 16th, 1920, and the crashes of 1920, 1929, 1987, 2010 and 2015 were the direct result, along with all the financial losses, impairment of retirement savings and pension funds, unemployment, currency inflation, terrorism brought on by deadly meddling overseas.

The resulting dilapidation of U.S. infrastructure and erosion of our foreign goodwill and image abroad is the result of these cruel and superstitious laws created at the behest of mystical bigotry backed by pseudoscientific perjury and data-tampering. Stock values fell 34% in 2008 because George Waffen Bush funded faith based fanatics and unleashed them with a license to loot. (link) (link)
